About This Tool

Parents want their children to learn in a safe, clean school, with teachers in class and enough textbooks to exist. Community-Based Monitoring of Schools (CBM-S) gives communities a structured way to help make that happen. A volunteer Local Monitor elected by the community visits the school every week to check safety, hygiene, attendance, and learning materials. The monitor then works with school leaders to resolve problems. CBM-S is also the only CBM program that involves students directly, through Integrity Clubs in secondary and high schools.

The toolkit takes NGOs and civil society organizations through the 12 steps of a CBM-S program and includes six practical tools, designed to be used with our Community-Based Monitoring Handbook. Schools differ in size, level, and resources, so organizations should adapt the forms to each school category. For tailored tools, please contact us.
