Community-Based Monitoring of Infrastructure Toolkit
About This Tool
A public building or drainage network can serve a community for decades when it is built well. When it is not, the cost falls on the people who live beside it. Community-Based Monitoring of Infrastructure (CBM-I) gives those residents a direct role in overseeing public construction projects. A volunteer Local Monitor elected by the community visits the site every week to check progress, materials, workmanship, and safety. Problems go first to the contractor and, if they persist, to the community and local officials.
The toolkit walks NGOs and civil society organizations through the 12 steps of a CBM-I program and includes four practical tools for use alongside our Community-Based Monitoring Handbook. Monitoring works best when it starts early, before construction is a third complete. For tools adapted to your context, please contact us.
