About This Tool

The CBM Handbook provides practical guidelines, tools, and resources for implementing Community-Based Monitoring across diverse sectors and contexts. Grounded in participatory methods and sustainable development, CBM strengthens communities’ ability to monitor services, advocate effectively, and solve problems collaboratively. Although a relatively recent development approach, CBM has proven highly effective in promoting transparency, integrity, and stronger citizen–state relations.

Drawing on international best practice and Integrity Watch’s extensive experience in fragile contexts, this handbook supports NGOs and CSOs looking to establish or enhance CBM where public services are vulnerable to poor quality, mismanagement, or corruption. It may also serve as a valuable reference for government-mandated programs led by semi-public institutions.
